Sony VAIO will not turn on using AC Power Pack

I have a Sony VPCCW13FX . System will not power on from ac supply. No lights at all when plugged in.

Tried a new battery. This powered system to win 7 and worked fine. However, the battery will not charge in the system and only lasts until battery drains down. Tried all common fixes. Tried replacing the VPCCW battery charger board. No help.

Tested for voltage coming into VPCCW charger board. There is 19.3 V at power input jack on the VCCW board and past the first fuse. I suspect that this should rule out the input jack. Also tried a new AC Adapter. Same problem. And the AC Adapter does works on another sony Vaio that I have.

Has anyone seen whether a mother board will cause this? Problem? If so, do you know of a fix without buying a new Mother Board? Any other suggestion? Thank you,
