I was thinking about getting a portable Minidisc recorder and a small microphone that I could clip on to the podium. I would like to keep the cost below $400. Any suggestions would be greatly appreciated.You don't need much, any Sony minidisc recorder with a microphone input would be fine. That means, *not* the 505 or the 510, Sports models, or the 610. If you can find a 707, maybe that's the cheapest it gets with a mic-in? Specs can be checked at http://www.minidisc.org/equipment_browser.html . As far as microphones go, a small omni-directional mic will give surprisingly good results, especially with voice. I'd get something $5-$10 from Radio Shack or Best Buy.
