It's for EMI [electromagnetic interference] isolation. Yes, you can take them off, but in the case of analogue cables you might get increased noise from things like your power lines, and in the case of the USB cable you might experience an increase in data errors when doing transfers.

Chances are, it shouldn't bother anything, but they're not hurting anything by being there. I'd leave them on [and I am leaving mine on].
