is it the same?? to download an mp3 which is at 192kbps or promote an mp3 which is 128kbps to 192kbps...???

No , 192kpbs Mp3 files are much bigger than Mp3 128kbps files if A song is of Same time is compared for Eg if you compare A mp3 files of 4min in both 128kpbs & 192kpbs than 192kpbs is going to be bigger .

Sound quality of mp3 192kpbs is much better than 128kpbs.

When you rip a track from CD/Download @ 128kbps thats is all you will ever get from the file, yes the file size will be bigger for the 192 copy because of the higher sampling rate but the actual music info is the same as the previous file. double conversion also only serves to degrade the sound quality further. Leave your 128k files alone and rip to 192 or whichever higher quality setting you choose. Atrac lossless preferrably lol ;)
