IBAN is for International buyer (outside Europe), but as he have quite a lot units to sale and try to sell them at the same time, I doubt he will make a lot of bids. Pretty sure he will have to restart his auctions with a cheaper starting price.

Just contact him and ask him if finally he accept Paypal, even propose a bid at a lower price.
