Microsoft AppLocale installing error

I was trying to install the microsoft applocale program provided in the pinned post to make Asian languages work on my walkman, but I've encountered a problem while installing: the program somehow is not installed correctly. This error message shows up every time. What can I do? Plz help

Applocale is programmed for xp/2k3 server only in the first place, so don't expect it to just work under vista. There are conflicting comments whether it works under vista or not. First, make sure you have the right permission (as admin) in vista. 1 simple google search reveals 1 user's suggestion to install it under an elevated command prompt (running command prompt as administrator). I don't have vista so I cannot verify this, but if it works, then maybe the admin can add this info as part of the sticky-how-to-enable-kanji thread.

Blame it on Sony that cannot even make SS unicode.
