Plug the PClink into your computer and Windows should automatically recognize it and ask you to install drivers. Usage is pretty simple. It works like an additional soundcard on your system, so you just set your mp3 player program to use the pclink rather than your soundcard, hook up your MD recorder to the pclink, and press record on the MD recorder and play on the player.
