Not always.

As far as I know, it is based on the sensitivity of the driver.

Ex:

The Sony MDR-ex71's and the SHURE e5c's have similarly sized drivers, but the e5c's (As far as I know) are harder to drive as the sensitivity is much lower.

E5cs have much higher sensitivity than EX71s and thus are MUCH more efficient despite their 110 ohms impedance.

Higher impedance does not always mean higher efficiency. I believe that a low-impedance headphone has high current draw and low voltage requirements while a high-impedance one is the other way around. I think. Not sure though.

forget mdr-600!! don't get those. even with your budget. forget about Beyers DT770 (new or used) as well. try  

sony mdr-v6 or mdr-7506 (NOT MDR-V600) or Sennheiser (hd280), they are more likely within your budget.

Dude, he's a basshead. I know this and that's why I recommended the Darth Beyers.

eggos are comfortable, have good sound on a portable, drive well through low power units like minidiscs & are fairly robust.

anyone who hates on them is probably buying very expensive headphones & is a real quality-head. i think you'd be verry happy with them although they aren't the bassiest around

The eggos are rather nice for the money, make good portable cans and the bass can be improved by doing the cotton mod. (search Head-Fi for details.)
